One glossary is used within the alert system.

2 General terms for all users of the alert system and our services
2.1 Purpose and functionality
[System] facilitates you to provide assistance to people in distress in your vicinity. This includes immediately starting resuscitation or connecting an AED after receiving an alert about a cardiac arrest in your area via the 112 system. You also have the option to add an AED to your profile to be alerted.
By installing the [system] app on your smartphone, you can create an account in our alert system. After installing the [system] app, it is immediately usable. However, to receive alerts, you first need to register as a citizen responder. Once your registration is verified and activated by [system], you can receive alerts via the app based on your registered location data. The [system] app also provides opportunities to keep your profile up-to-date and active, and to receive information to support you as a user.
2.2 Applicability
- By using the applications and digital services of the alert system, you agree to these Terms.
- It is your responsibility to familiarize yourself with and agree to these terms. We recommend consulting them regularly to stay informed of any changes.
- The use of our applications and digital services also falls under our Cookie Policy and Privacy Policy, which describe how we collect, use, share, and store personal data.
2.3 Applicable law
These Terms and your use of the alert system are subject to [country] law.
2.4 Intellectual property and copyright
- All rights related to the alert system, including the website, applications, services, and app, are exclusively owned by STAN B.V.
- Without written permission, it is not permitted to reproduce content from the app or the [system] website and publish it online or use it to support your own activities, both commercially and non-commercially.
- The ownership rights and all associated rights of the ‘[system]’ brand, including ‘Hartveilig’ and ‘HartveiligWonen’, also exclusively belong to STAN B.V. and related organizations.
- As a user, you acknowledge these ownership rights and do not take actions that violate these rights.
- During the active use of your account, you are free to promote awareness of the alert system and mention the name ‘ [system] ‘, provided you do not harm the reputation of [system].
- As a user, you may not speak on behalf of [system] or use the [system] logo without explicit written permission.
- Without written permission, you may not involve [system] in your own activities related to emergency services, AED sales, maintenance, education, or other activities related to the alert system.
- If you have a business, you may not use the trademarks mentioned in section 3 as part of your trade name and/or commercial activities without written permission.
- If you discover third parties using the trademarks or similar names as mentioned in section 3, you must inform [system] at info@[system].nl.
2.5 Improper use, prohibited use, and abuse
- As a user, we expect you to use your [system] account carefully in accordance with the intended purpose and the laws and regulations.
- It is not allowed to collect information from other users via the applications, digital services, or app of [system].
- Users may not dismantle or reverse-engineer the software or app of [system].
- Users may not encourage other users to use competing apps.
- It is not allowed to undertake activities that hinder other users in their normal use of the applications, digital services, or app of [system].
- Users may not use the applications, digital services, or app of [system] unlawfully.
- Always keep the login details of your [system] account confidential and change your password regularly.
- Misuse of the [system] account by actions contrary to laws and regulations is not permitted.
- Your [system]account may not be used for commercial purposes or in a way that is harmful to [system] or related organizations.
- Posting illegal content, such as false medical backgrounds or AED registrations, is not allowed and will be removed.
2.6 Insurance and liability
- Legal liability: During your deployment as a citizen responder, you are insured against legal liability for any damage at the resuscitation location, unless you act unlawfully or fail to comply with the agreements in these Terms.
- Collective volunteer insurance: [Country] municipalities offer a collective volunteer insurance with (limited) accident coverage, which also covers occasional volunteer work, such as your deployment as a citizen responder. Under certain conditions, this insurance can provide coverage for possible damages.
- Support for damages: If damage occurs to third parties, or to yourself, as a result of your deployment, which is not covered by the volunteer insurance of your municipality, [system] will support you where possible. This may include advice on liability and provisions to claim damages.
- Liability of [system]: [system] is insured against any third-party liability claims for its actions. The liability of [system] is limited to the amount paid by its insurer in the relevant incident.
- Responsibility for operation: [system] is responsible for the proper and safe operation of the alert system and for managing the database of citizen responders and AEDs.
- Exclusion of liability: [system] accepts no liability for direct or indirect damages resulting from providing incorrect or incomplete information regarding your account, except in cases of intent or gross negligence.
- User liability: As a user, you are personally liable for any damages resulting from actions contrary to the provisions of these Terms.
- Limitations and responsibilities: [system] invests in optimal compatibility and interoperability of the App, but is not liable for any malfunction of the App on your device. No rights can be derived from this.
2.7 Partner organizations of [system]
- Collaboration with local partners: [system] collaborates with local partner organizations in some municipalities, such as AED foundations or non-profit first aid associations. These organizations sign a partnership agreement.
- Privacy and data management: Partner organizations that comply with privacy laws can sign a data processing agreement. They may manage your profile locally, but only to support citizen responders in local resuscitations.
- Data exchange: [system] does not share user data with third parties without your explicit consent, unless necessary for the execution of activities for which the data was collected.
- Liability of [system] with partner organizations: If a partner organization fails to comply with the agreement, [system] remains responsible for any damages, but the liability is limited to the amount that can be recovered from the partner organization under the agreement.
2.8 Maintenance and modification of the [system] applications and App
- Updates and adjustments: [system] reserves the right to release updates to make adjustments, add new features, or improve the performance of its applications, services, and App.
- User responsibility: It is the responsibility of you as a User to always have the supported, most recent version of the operating system on your device.
- App updates by users: Users of the [system] App are responsible for performing any App updates to ensure that the App continues to function properly,and the [system] alerting remains effective.
- Changes to the app: [system] has the right to modify or remove information or functionalities from the App. This may also mean that certain information or functionalities are no longer supported by the most recent version of the operating system on your smartphone.
2.9 Security of your account and device(s)
- Strong password: When creating a [system] account, we advise you to choose a strong password to ensure the security of your account.
- Use of SSO and local storage of login credentials: The [system] App utilizes Single Sign-On (SSO) and stores your login credentials locally. This allows you to access the App directly without having to log in again, saving valuable time during a cardiac arrest alert.
- Security of your device: It is important to secure the device on which you use the [system] app, as you are not required to enter a PIN code or ‘face ID’ when using the app.
2.10 Privacy and GDPR
- Analytical cookies: The App places analytical cookies on your device because it provides access to the mobile website. This allows us to track visit data for [system] and [HSS], making access to the websites easier. We also adjust the layout of our websites based on the most searched pages and information.
- Processing of personal data: No (special) personal data is processed while browsing our websites. The cookies we use from Google Analytics service are privacy-friendly configured according to the recommendations of the Dutch Data Protection Authority (Autoriteit Persoonsgegevens).
- Anonymization and privacy: We have not allowed Google to use the obtained analytics information for other Google services. The information is anonymized as much as possible, including your IP address. Additionally, Google adheres to the Privacy Shield principles and is certified under the Privacy Shield program of the US Department of Commerce, ensuring an adequate level of protection for the processing of any personal data.
- Cookie options: If you do not want us to use cookies, you can choose the ‘cookies off’ option in your browser. You can also ask your browser provider for the correct settings.
- Retention of alerts: Alerts you have received and/or alerts from an AED managed by you are stored. This information is used by our Support department to provide appropriate support and follow-up care to you as a user.
- Processing of personal data: [system] processes personal data of users of the app and other applications of the alert system. Our privacy statement explains how [system] handles your personal data.
- Participation in [HSS]: If you have been alerted and deployed, you can always participate in [HSS]. Through this platform, if you desire, you can connect with other individuals involved in the cardiac arrest alert. Please note that you will only connect with other individuals if they also wish to do so.
2.11 Amendment of the Terms
- Clear explanation: Sometimes, we only adjust these Terms to clarify certain points. Such a change does not affect you as a User but ensures that the agreements remain understandable for all Users.
- Adaptation to laws and regulations: Sometimes, we modify these Terms to comply with laws and regulations or due to changes in the alert system. In this case, there may be consequences for the Services and/or our Users, and we will inform you accordingly.
3 Terms that always apply when you create an account in our system
Our organization is responsible for a well-functioning alert system. As a user of our applications, digital services, and App, you contribute to the effectiveness of the alert system, provided you adhere to the agreements that apply to every user.
3.1 Conditions for maintaining an active citizen responder account
- Assistance during cardiac arrest alerts: [system] can assist in mobilizing users who are available as citizen responders and/or provide their AED to the alert system to promptly respond to cardiac arrest alerts. [system] does not directly provide assistance and does not employ individuals to provide aid.
- Age requirement: You must be at least 18 years old to participate in [system].
- No supervision or control: As a user, you acknowledge that [system] does not supervise, direct, control, or oversee citizen responders and/or AED managers in performing their roles and contributions.
- Responsibilities of [system]: You agree that [system] is not responsible for providing, executing, or obtaining first aid in cardiac arrest alerts, does not verify the information registered by you as a user, and does not create an employment, agency, or joint venture relationship between [system] and an Ambulance Service or Ambulance Dispatch Center.
- Accuracy of data: You declare and guarantee that the data in your profile, such as your skills and/or AED data, are filled in truthfully.
- Purpose of the account: A [system] account may only be created with the intention of providing first aid in response to a [system] alert to someone in your vicinity in need and/or if you want to make an AED available.
- Limitation to one account: You may not create more than one account and must provide your own personal information truthfully. Creating a “fake account” with fictitious information is not allowed.
- Personal use only: The account you create is personal and intended for your own use only.
- Right to remove accounts: [system] always reserves the right to remove an account if the profile information is not provided truthfully, or if there are signs of “improper use” of the account.
- Definition of ‘improper use’: ‘Improper use’ includes (but is not limited to) creating multiple accounts with varying addresses to extract data from the alert system, for journalistic purposes, or to maintain a parallel alert system.
- Account review by [system] team: You agree that the [system] team will review your account and decide whether your profile meets the conditions for activation.
- Push notifications after activation: After your profile is activated by the [system] team, the alert system may send push notifications to your device if there is a cardiac arrest alert in your immediate vicinity.
- No rights based on registration: You can never derive rights from your registration in the alert system. The Ambulance Dispatch Center determines for each 112 alert individually whether the [system] system is activated. The Ambulance Dispatch Center may decide to cancel a [system] alert once it has been sent.
3.2 [system]: Do’s and Don’ts
[system] is an alert system for citizen responders during cardiac arrests. We expect you to have a responsible and honest attitude. This list of “Do’s and Don’ts” is part of our Terms and Conditions and outlines what you are allowed and not allowed to do as a User participating in the alert system.
3.2.1 Do’s
- Adhering to the law: You must comply with the law, including privacy laws, intellectual property laws, and traffic regulations.
- Providing accurate information: It is important to provide correct information to us.
- Keeping your profile up-to-date: Ensure that your profile is always up-to-date.
- Using your real name: Always use your real name in your profile.
- Using a bicycle or walking: Always go to the cardiac arrest location by bicycle or on foot.
- Collaborating with others: Collaborate with other involved parties, citizen responders, and first responders at the cardiac arrest location.
- Following instructions: Follow the instructions of the Ambulance team.
- Integrity and professional use of our services: Use our services and App in an honest and professional manner.
- Confidential handling of information: Handle information you hear or see during a cardiac arrest incident confidentially and with integrity.
- Acting within the boundaries of your role: Always act within the boundaries of your role(s) as a citizen responder and/or AED administrator.
- Review the Terms and Conditions: Regularly review these general Terms and Conditions.
3.2.2 Don’ts
- Breaking the law: Do not break the law, such as privacy laws, intellectual property laws, and traffic regulations.
- False identity: Do not create a false identity in the alert system.
- Misrepresentation of role/expertise: Do not misrepresent your role, expertise, and/or identity in your profile or during your deployment.
- Use of transportation/clothing with misrepresentation: Do not use transportation and/or clothing with signs, lighting, logos, or titles that misrepresent your role, expertise, and/or identity during your deployment.
- Abuse of accounts: Do not abuse accounts by, for example, using someone else’s account.
- Use of non-medical tools: Do not bring medical tools and/or use them during a cardiac arrest situation.
- Abuse of information: Do not abuse information obtained from our Services and do not share it without written permission from [system].
- Acting outside role: Do not act outside the boundaries of your role(s) as a citizen responder and/or AED administrator.
3.3 Confidentiality
- During or after an emergency, you may receive confidential information, and it is your responsibility to keep this information confidential, including information that you can reasonably assume to be of a confidential nature.
- It is not allowed to publish (e.g., on the internet) or share (e.g., via social media) anything you hear, see, or otherwise experience related to an alert, a resuscitation setting, the victim, or their relatives.
3.4 Your account is your responsibility
- It is important to carefully and truthfully fill in the information during your registration, as [system] has agreements with regional ambulance providers and control rooms about calling up deployable citizen responders and ready-to-use AEDs.
- Your [system] account is personal, intended for your own use only, and not transferable to others.
- It is not allowed to create multiple accounts for yourself or on behalf of others, or to add phone numbers of others to your own account.
- Your own phone number can only be used once in the [system] database (not even by adding it to another account).
- Providing accurate information about your training, age, and any AED is required.
- Your personal data will be treated as carefully as possible, in accordance with (European) legislation. More information can be found in the privacy statement.
- The login details you receive upon registration are personal and must be kept carefully and not shared or transferred to others.
- As a user, you are responsible for keeping your [system] account up to date, with support from [system]. If the information in your profile is no longer current, you will receive a warning to update it.
- You will receive a maximum of three notifications to update your profile. If the information in your profile has expired for more than three months, your account will be deleted.
- [system] provides information that helps you as a user, such as keeping your profile up to date and fulfilling your role and contributions. It is your responsibility to monitor this information.
3.5 You can unsubscribe at any time
- [system] is a system with voluntary participation, and you always have the right to unsubscribe yourself and/or your AED if you wish.
- To unsubscribe, first log into your own account. Click on ‘Edit Profile’ and then on ‘Delete Account’.
- If you unsubscribe, your account will be completely deleted, including all data and history that are directly part of your registration.
3.6 Reporting irregularities
If, as a User, you notice or suspect any irregularities concerning your account, the alert system, or a resuscitation setting, you should report this immediately to [system] via: [email].
3.7 Questions, comments, or complaints?
- If you are dissatisfied with what we do for you as a user, we would like to hear from you directly so we can resolve the issue together.

3.8 Termination of your account
- [System] reserves the right to limit your use of the Services, including receiving alerts and the ability to use support and aftercare.
- [System] reserves the right to restrict, suspend, or terminate your account if you violate these Terms and Conditions or the law, or if you misuse the Services.
- [System] may delete your account or deny access to the alert system if deemed necessary, for example, if you do not comply with these Terms and Conditions, misbehave during yourinvolvement, and/or during contact via [System] with those involved in a resuscitation alert.
4 Specific arrangements for citizen responders
4.1 Your competence is your responsibility
- If you sign up for resuscitation alerts, [System] expects you to keep your knowledge and skills in resuscitation and AED use up to date and accurately reflected in your account.
- You maintain proficiency by regularly attending training. You can directly register and update your skills with the following certifications, where the validity of a full course is two years and a refresher course is one year:
- Company Emergency Response (BHV) certificate;
- Resuscitation and AED certificate;
- First Aid for Accidents (EHBO) certificate;
- Life-Saving Actions (LRH).
- Follow the training guidelines of the Dutch Resuscitation Councilas advised in the First Responders Resuscitation Care Quality Framework.
- If you have a medical background with a valid BIG registration, you may set the expiration date of your training up to five years in advance.
4.2 Your Position as a Citizen Responder
- No rights can be derived from your registration as a citizen responder. The Regional Ambulance Provision (RAV) decides for each individual 112 alert on the activation of [system] and the deployment of citizen responders.
- As a citizen responder, you fulfil the role of First Responder during a resuscitation setting and arrive on the scene to provide first aid in the form of Basic Life Support (BLS).
- During a resuscitation setting, First Responders are always equal to each other, regardless of their background. This means that citizen responders do not need to make way for other First Responders upon their arrival.
- Users with a medical background who accept a [system] alert also go to the scene as a citizen responder with the intention of providing first aid in the form of Basic Life Support (BLS).
- Except for an AED with accessories, it is not allowed to bring other (medical) aids to a resuscitation location.
- Once the ambulance team arrives at the resuscitation setting, they are always in charge, and citizen responders must follow the ambulance team’s instructions.
- First Responders must always work well together in the interest of the patient and can, if necessary, consult to divide tasks.
- Do not use distinctive vehicles, clothing, badges, or other means that make your position stand out.
- Do not present yourself at the resuscitation location in a way that suggests your position is distinguished from other First Responders and/or the Ambulance team.
4.3 Being a citizen responder is voluntary, but it is your responsibility.
- [System] provides you with information that helps you fulfill your role and contribution. It is your responsibility to review this information and participate in any necessary training.
- You are responsible for assessing whether you are capable of accepting an alert and providing first aid; [system] does not acknowledge liability for this assessment.
- Decline an alert if you are unable to provide assistance, for example, if you are under the influence of intoxicating substances.
- If you accept an alert, you are expected to do your best to provide first aid to the victim.
- Confirm if you are going to the location as a citizen responder and act according to the contents of the alert.
- Do not hinder professional emergency services and always follow the instructions of the ambulance team.
- Always comply with applicable laws and regulations, including traffic laws.
- Handle sensitive information with care and do not share it unnecessarily.
- After each alert, complete the questionnaire in the app and contribute to (scientific) research and the improvement of resuscitation care outside the hospital.
- Walk or cycle to the resuscitation location whenever possible, unless it is not feasible within the given time limit.
- In rural areas, it may be necessary to use a car, but always adhere to traffic rules and do not put yourself or others in dangerous situations.
5 Agreements for AED managers
5.1 When can an AED be managed in the [system]’s alert system?
- An AED may be registered and managed in the [system] alert system if it is not older than ten years. If the AED becomes older than ten years, proof of technical approval must be provided to [system]. Otherwise, the AED will be removed from the system.
- While [system] is pleased with the registration of AEDs, it reserves the right not to include AEDs in the system. If this applies to your AED, you will be notified.
- No rights can be derived from the registration of an AED, even if you manage it on behalf of others.
- [system] is not obligated to take into account business agreements between you and third parties regarding the AED.
- If an AED no longer contributes to optimal coverage and distribution at any time, making effective alerting no longer guaranteed, [system] reserves the right to deactivate the AED. In such a case, the AED may be placed on the reserve list.
- The Ambulance Dispatch Center decides for each individual 112 call whether to activate [system] and thereby deploy AEDs.
- It is up to [system] to determine whether an AED is accepted and/or retained in the alert system. By registering an AED, you agree to this. If [system] decides to remove your AED(s) from the system, you will, of course, be notified.
5.2 The deployability of an AED that you manage is your responsibility
- When you register an AED with [system], it is expected that you maintain the AED, register it properly, and keep the data in your AED profile up-to-date.
- You are responsible for keeping the AEDs you manage operational and for keeping the data in your [system] account current.
- Check whether your AED has actually been used in a resuscitation and is still usable. If necessary, perform maintenance and update the status of the AED in the system.
- You may remove your AED from the system at any time if you can no longer maintain it or if you disagree with how the AED is being used.
- Keep the profiles of the AEDs you manage up-to-date. You will receive alerts if the information is outdated and will have three opportunities to correct it. Otherwise, your AED will be removed from the system.
- Ensure adequate storage, maintenance, and any necessary replacement of parts for the AEDs you manage.
- When an AED is alerted, you will receive a notification via SMS and email to check the AED and perform any necessary maintenance.
- Set the status of your AED to ‘inactive’ after use and reactivate it when it is ready for use again.
- If an AED is not returned after use or needs to be read out, [system] will put you in contact with the parties involved.
- If you do not want your AED to be visible to others, register it as ‘not publicly accessible’ using the designated checkbox in the AED profile.
5.3 Being an AED administrator is voluntary, but it is your responsibility.
- Transferring the management of your AED is possible with written consent to [system]. [System] reserves the right to refuse a request for transfer.
- It is your responsibility to review the information provided by [system] to support your role.
- Like citizen responders, you must handle information about resuscitation alerts with integrity, and sharing such information online is not permitted.
6 Agreements and responsibilities for [system].
6.1 Responsibilities of [system].
- [System] ensures that all obligations arising from the User Terms are fulfilled.
- The resuscitation alert system is sustainably maintained and optimally functioning to enable effective alerts during resuscitations.
- [System] provides timely, accurate, and complete information to users to enable them to fulfill their roles effectively.
- If [system] provides incorrect or incomplete information, this cannot be attributed to the user unless the user was aware of these errors or should have been aware of them and still used the information.
- In the event of unauthorized or incorrect use of an account, [system] will delete the associated profile without being accountable to the user.
- Changes in the Services that affect users will be communicated in a timely manner.
6.2 What users can expect from [system].
- [System] aims for an optimal balance between coverage and distribution of AEDs and citizen responders in the execution of management actions.
- Every day, efforts are made to ensure good and safe technology to process resuscitation calls and facilitate the deployment of citizen responders and AED administrators.
- Citizen responders are only called for situations assessed as safe.
- The alert radius and the number of citizen responders and AEDs are adjusted to the victim’s surroundings to optimize the chances of a quick start to resuscitation.
- Citizen responders are only called if they are in the immediate vicinity of the victim and available.
- Citizen responders are not called if their profile status is set to ‘Do not disturb’.
- [System] may decide not to alert an AED if it is inactive or if its technical condition is uncertain.
- With a sufficient number of confirmations from citizen responders, [system] will send a cancellation message to the remaining alerted users.
- Only deployable citizen responders and AEDs are called upon. Data that has not been updated for longer than three months will not result in an alert.
- Warnings are sent three times before an account or AED is removed from the system due to expired data.
- Participation in [system] is free; costs are not reimbursed.
- After deployment as a citizen responder, follow-up care is provided, including a questionnaire, and contact is made within 24 hours if necessary.
- Complaints are always investigated first, with hearings from both parties, before measures are taken in the interest of the quality of resuscitation care.
